Expert Bio
Spencer is a Program Assistant for the Wilson Center's Science and Technology Innovation Program (STIP). Alongside his responsibilities in overall program support, event planning, and research in emerging technologies such as cybersecurity and artificial intelligence, Spencer is the project coordinator for the Wilson Center's cross-program initiative on 5G in North America. He also is instrumental in key programming around congressional outreach and training, such as the Wilson Center's Congressional Technology Labs in Cybersecurity and Artificial Intelligence. He received his BA in Global Politics from Cal Poly SLO and a MA from The George Washington University in Security and Technology Policy Studies.
