Expert Bio

Octavio Rodríguez Ferreira is a native of Aguascalientes, Mexico. He received his law degree at the School of Law at the Universidad Panamericana, Aguascalientes (UP). He completed post-graduate studies at UP and Universidad de Castilla-La Mancha in Spain, and is currently a doctoral candidate at UP. He has worked as Chief of the Public Law Academy and full-time professor at UP, Aguascalientes, and as Legal Advisor for Governmental Offices in Mexico regarding human rights and agrarian law. He joined the Trans-Border Institute as a visiting scholar in January 2009, and served as the institute’s Coordinator of the Security and Rule of Law Program until 2013. Currently he is the Program Coordinator of the Justice in Mexico Project and its affiliated initiatives at the Department of Political Science and International Relations of the University of San Diego. He has authored various studies on Mexican security, judicial reform, and rule of law.
