"Networking in the State: The Micropolitics of Water Reform in São Paulo"

Project Summary

This will be a book based on research already done that explores the role of two different networks of state professional and technical employees in bringing about a significant change in water policy and institutions in Sao Paulo and, ultimately, Brazil itself. I use the case to explore the possibility of analysis at two levels:

  • individuals, allowing for creativity and strategic flexibility; and

  •

  •
  • opportunity, building in contingency.
