Expert Bio
Francisco De Rosenzweig is currently a partner at White & Case LLP, and previously served as undersecretary for Foreign Trade at the Ministry of Economy. At the Ministry of Finance and Public Credit, he served as general counsel for Public Expenditure and executive secretary of the Inter-Agency Commission for Public Expenditure, Financing, and Disincorporation. In the energy sector, he was general counsel at the Energy Regulatory Commission and also acted as deputy executive secretary and general director of the Electric Restructuring Unit of this Commission. He also served as chief of staff to the minister at the Ministry of Communications and Transportation. In the private sector, he worked at Cleary, Gottlieb, Steen & Hamilton law firm in New York. He is member of the National Researchers System at the National Council of Science and Technology and has published more than 40 articles. He is the author of the book El Sector Eléctrico en México: Evolución, Regulación y Tendencias. De Rosenzweig has a bachelor’s degree and a PhD in law from the Universidad Panamericana.
