In June of 2002, the David and Lucile Packard Foundation commissioned the following report reviewing the “state of play” in population and environment (P-E) funding. The Packard Foundation had recently expanded its own P-E grants portfolio and was interested in identifying broad trends in the field as well as promising investment opportunities.
