Expert Bio

Louis Bélanger is the Director of the Institute for Advanced International Studies (HEI) at Laval University. He is the author of numerous publications on regional integration, free trade, Canadian foreign policy, inter-American cooperation, and the politics of secession.

He has held visiting positions at Duke University, Science Po-Paris, the Woodrow Wilson International Center for Scholars, the Institut d'Etudes Politiques de Grenoble, and, as a Canada-US Fulbright Visiting Scholar at the Paul H. Nitze School of Advanced International Studies (Johns Hopkins University).

He is the founding president of the Canadian chapter of the International Studies Association (2001-2003) and a member of the ISA Executive Council (2003-2004). Bélanger was guest editorialist for international affairs for “Le Devoir” in 1998. He was a member of the Advisory Council on National Security from 2007 to 2010 and a member of the Military Police Complaints Commission of Canada from 2007 to 2011.

A graduate of Laval (Ph.D., 1996), he pursued a degree in Slavic Studies from the University of Ottawa.

He lives in Quebec City, with his wife and two children.
